I would suppose so, Steam is one of the official ways of buying the game, and they do typically post PDF manuals of games that you can buy there.

I guess it's ok as long as they don't strip the copyright notice on it.

Sending a copy of the pdf is no less than piracy itself, even if it is just the manual. After talking with them yesterday, I received this answer:

2K does not allow it.

Hence the reason this never showed up at CFC.
