How upsetting! You already have copper in your empire and get Bronze Working for free, boo hoo. How I hate it when that happens
This can be quite problematic for those of us who play the game with quite fine margins in the early game. Sure you can defend your improvements from barbs but you lose a lot of time to building overpowered garrison units when there are better things to do with hammers.
- For making you look less wimpy on the power graph very early in the game when surrounded by Monty, Genghis etc.
- For initial scouting (if you can't build scouts)
- To clear the fog and thus prevent / reduce barbarian incursions; on forested hills, they are great until the arrival of axemen.
- To prevent the +3 unhappy "we demand military protection" in inner cities (even in 1955 ).

Heh. I remember being nagged to build City Walls by the Military Advisor in Civ II, even if my cities were full of troops.
