question about drafts.

I was playing as spain, wasn't doing too good. and I got attacked by Qin, there was about 4 units of his next to my city. I adopted nationhood couldn't find it the first turn so i waited a turn still couldn't find it. where is the draft button? does anyone use the draft button?
