bmp wbs conveter problem

I sent this message on thursday, can someone please help me.

after installing it I downlaoded python 2.4.1 and then PIL 1.1.5

I followed the map making/scenario design derections and when I got to the part where you launch the converter, it would not launch. when I opened the emptyscenario.py it opens a black screen for 1 second and then dissapears. how do I fix this so that the second screen will open.
