Somebody needs to explain to me why this is any different from Germany. Making the HRE a civ in addition to Germany would be like making the USSR a civ in addition to Russia, or making the British Empire a civ in addition to England.

Somebody needs to explain to me why this is any different from Germany. Making the HRE a civ in addition to Germany would be like making the USSR a civ in addition to Russia, or making the British Empire a civ in addition to England.
The original Holy Roman Empire created by Charlemenge (a Frank) was an Empire that controlled many of the Germanic tribes taht had conquered Rome 300 years earlier. This was a time when there was still little difference between them. The later Holy Roman Empire of the German Nation was a coalition of German City-States. In the game, Germany is is modern Germany and France is Renaissance France. These are both quite different than Dark Age Franks and the other Germanic tribes (many who were still Pagan) that were ruled by the Franks.
The HRE was far from a coalition of city states until much into it's life span.

Charlemagne was the Holy Roman Emperor, but the HRE as such was not created by Charlemagne. The office of Emperor was granted periodically by the Pope to various magnates until the 10th century, when it came to reside more or less permanently with the German Kingdom; it was this German-dominated state that came to be known as the HRE. Charlemagne's empire was called the Frankish Kingdom (or Empire), and Charlemagne was called the King of the Franks (plus the King of the Lombards, and also incidentally the Emperor).
But you don't have to take my word for it. Read the description of the Germans in Civ4, which refers to the HRE. Your claim that Germany represents "modern Germany" is baseless. I'm not quite sure how you came to the conclusion...?
These are supposed to represent civilizations, not states at a certain period in time like "Renaissance France" or "Modern Germany." The only civ that really breaks this rule are the Americans (they've always been an oddball in civ). The civilizations are "England," "France," "Germany," not "Angevin Empire," "Renaissance France," and "Modern Germany" or "the HRE."
Let's face it, the HRE is not going to happen, nor should it.
