Permanent Alliances

I cannot find out how to establish a permanent alliance. I have both communism and Facism and i still do not have an option to form a permanent alliance. I also have a Friendly Relationship thats perfect with the nation in which I want to form it with.

You have to have the option enabled at the beginning of the game. Sorry, it kinda sucks if you forget to check it.

And it kinda sucks that the game shows this possibility always, even while it's off by default.

Just in case it's unclear, you must select "Custom Game" in order to select the Permanent Alliance option.
