Is there a reason friendly civs won't trade techs?
Civs will never trade techs if they are the only civ that you know. This is because of how the game is programmed - each leader has a value for the percentage of total civs (NOT just known civs) which have to hold a tech before they will be willing to trade it. Thus, if you know no other civs apart from just the one, then they will not trade with you, no matter what.
I have a table with the exact values around somewhere, will try to find it at some stage. But as you'd expect, civs like Mansa Musa have a low threshold (something like when 20% of the total civs in the world have a tech, he'll be willing to start considering trade). As you'd expect, Tokugawa has the highest threshold (he will not trade with you until 100% of the total AI civs - that is, EVERYONE in the game apart from you - has that specific tech).
Anyway, this is why meeting new civs as early as possible is important, especially if you are on a continent with just one or two other civs, since meeting new civs will start enabling you to trade (with everybody).
I checked off and on during my turnset (this was in an SG), and she was never willing to trade despite being Friendly. Note also this was near the end of the game and we were in contact with several other civs. It is the first and only time I've ever seen a Friendly civ unwilling to trade due to WFYABTA, but I had heard others complain of Izzy doing it to them as well.
Yes, and I would further question the wisdom of letting Isabella continue to exist until you are "near the end of the game".

Well if she is a neighbour it's sometimes best to get her early. But if she is further afield you can just assume she will attack at some point and be ready.
