City Screen Question

This seems so simple, but a search turned up nothing. I feel like I should know this!

On the right side of the city screen where resources in your trade network are listed, a popup appears over each resource. For example, iron, horses and copper show +1 hammer.

What does that mean? Thanks!

It means that an unimproved tile with horses gives you +1 hammer when worked. Rather useless information in the city screen where you would expect something like: "enables the production of mounted units". It's because the same popups are used in various places.
