Looks like the war thread has been taken over by the builders
What’s worse, I seem to be one of the builders. Well I certainly would not put myself in the warmonger category because I don’t necessarily see the game as a zero-sum one. Warring certainly should be hurting your rivals more than you gain but since you can’t fight them all, the non-warring civs will tend to pull out a lead unless you are able to run highly profitable wars.
As it is, I tend to look for an early war as both a profitable way of expanding (grabbing good sites), for a little extra insurance along with the security of multiple resources. Somewhere down the line, I will be wanting to concentrate a little more on the strong economic drivers of the game and having a large production base with a moderate army should mean that nobody will be messing with me when I do not want them to.
Personally, my badge of failure would not attach to the Great Library since it should not make the difference between winning and losing. It will probably mean that I will be running a little weaker on research over the game and perhaps miss out on the Liberalism free tech. If I fail to get there then I would consider myself running a tech deficit and, unless I am already well on the way to a domination victory, would probably be struggling to maintain my position.
I also dislike missing the Physics scientist but still prefer to go for State Property first for the food and cost benefits and this would by no means be a game-breaker.
