I play on continents a lot, and I find that at this stage of the game I have just finished taking my continent (or at least vassalizing everyone). Because of the safety that comes from holding the whole continent, it's quite easy to forgo researching defense and production technologies and focus on research improvements. I'll research scientific method and it's offspring and then get railroads. I'm not trying to build a large army so my cities are generally running out of things to build so I don't need factories.
Eventually I'll run out of interesting things to research and I'll start towards assembly. At this stage I have most of the prereqs for plastics so it's not hard to go from assembly to 3GD.
The only city that builds a coal plant is the city building 3GD. Once that dam is built, I've got dramatically more production than before. Quickly my cities will finish any useful buildings and I can either start building a modern army or I can build research and SS parts.
In this case it's not that I care about the -2 health of the coal plants, but rather there's no need to waste production building them. It's not for all situations, but sometimes 3GD is great.
