Random Settings

Is it just me or is it every time I select climate and sea level as random, I get Temperate climate and Medium Sea Level? Could be just me, just notice it seems to be every game I play, I check the settings and it's always the as. Even though I select random during the game creation. They are also the preselected defaults when I begin another game also.

This is with Warlords with the 2.08 patch, but I'm pretty sure it's been happening since vanilla civ retail.
