Do you have the latest patch? I get the expected result, and the >99.9% notation is new in the 2.08 version afaik.

2.08 is only for Warlords, right? I still have vanilla.

oops, yes, sorry. I don't think its very classy of Firaxis to completely stop the patching process of vanilla. It should't be too hard to incorperate the fixes of Warlords in vanilla.
