Playing with Blake's AI changes has forced me to rely a bit more on the city governor in order to manage my empire. And I noticed that if I have the Emphasize Commerce button selected, the Governor will create a Merchant specialist if the city's food surplus starts getting too big. Likewise it will create a Scientist if I select Emphasize Research. But there's no button I can press to have it create Artists in my border cities under the same circumstance. It would be really nice to be able to do that IMO. I'm not sure where they'd put it though, it's already a bit crowed down there with all the other buttons.
