I always found it silly playing against Stalin and having his empire be named the Russian empire and using the czarist flag.
A simple way to solve this, but not add a new civ, is for all leaders to have their own default name for their empire, Napoleon would be the head of the French Republic while Luis would be the head of the Kingdom of France or whatever.
And each leader should have their own flag (some could be identical), Stalin would have the USSR flag, Victoria would have the union jack…
And it might be logical for each leader to have their own UU (its not logical for Stalin to be attacking me with Cossacks
) which would replace the civ’s UU or complement it.
I'm not buying BtS until Firaxis impliments the "contiguous cultural border negates colony tax" concept.

Empire names and flags changing might be a good idea, that wouldn't take too much to implement.
But adding many new UUs and UBs etc? That's a lot of work. Basicly means creating new civs, with all the balancing problems that creates etc.
Why shouldn't Stalin use Cossacks? Because he is from a later time period? Well, so? Everybody starts in 4000 BC right. Stalin doesn't start with industrialism and flight, like he did in the real world

England does have the real English flag, the St. George's cross. If you're thinking of the union jack, that represents the United Kingdom, which is England, Scotland, Wales and Northern Ireland. This is not a history simulator. It's a loosely history based game with elements like leaders that is there to make us feel it being a little more historical. It's not, it's a game and I don't see the need for semantics like this. I know, it's probably a troll, but still.
