What do the blue circles mean when you moving a settler?

Those are computer recommendations for where to build a city. Not always optimal, though.

They are the recomended places to settle. The recomended places to squares work are also in blue for workers.

What the others said. And I reccommend you to follow the advice if you don't have a better plan. They usually are the best spots(except defencewise, in which they seem to often suck).
