2 Early wonders for the Aztecs? With 24 civs

I'm playing a 24 civ game, and about 2500 years into it, I looked at the world builder just to see how things were going with everyone else. This is what I found with the Aztecs, a Great Wall, and they are the only ones building the Pyramids. I had read before that they never built wonders, and even if that was changed in warloads, this is pretty crazy. Here's a screenshot:

The Aztecs have built the Great Wall in one of my games. Probably because there's a Great General chance (why else?)

Secondly, how did you get all 24 civs in a game?

There was a mod somewhere that allowed you to get 24 civs, comes with a 24 civ world map.

I'm going to have to look for that. I'm a sucker for more civs...
