  • New Civics

Government- Imperialism- reqs Literature, -50% number of cities matinance, +25% culture, High Upkeep

Legal- Writen Laws- reqs Writing, +2 happiness per city, +2 healthiness per city, medium upkeep

Labor- Robotics- reqs computers, +20% production, medium upkeep.

Economy- Military Focus- reqs Metal Casting, +25% milltary, Low Upkeep

Religon- Extremism- reqs Rifling, +3 happiness before Scientific Method, -3 happiness with computers, perments construction of Terrorists in cities with state religon (terorists would be invisible to all units expect spies. When you move them to an enemy stack you can have them cause collateral damage, or you can have them destroy a building at the loss of the Terrorist.)

What do you you think? Any other ideas?

Did you mod them in for testing? Some seem a bit unbalanced to me.

      Government- Imperialism- sounds ok

Legal- Writen Laws- sounds far too strong. Writing is already a priority, getting +2 happiness and health is way too powerful imo here.

Labor- Robotics- Useless as game is often over when robotics come into play. Only spiritual civs are likely to profit from it because you'd lose too much from the revolution turn(s). That and it's not emancipation so it causes unhappiness.

Economy- Military Focus- Might be ok.

Religon- Extremism- Terrorists sound too strong compared to spies, and it doesn't look like a realistic civic to me. Rifling?

These are all ideas I have in my head.

Compare it to Representation which gives +9 happy faces and +2 science per specialist for the same cost. There are civics that are musch more overpowering. Now that I think about +1 healthiness would probably be more realistic.

I think myself that it would probably only good on longer games. I only put it in so I could have 1 in each catagory.

Sorry, I forrgot to mention 2 parts: Low Upkeep and -3 relations from civs with different state religon. It is meant to give unadvanced civs a fighting chance against advanced civs. If you look at the dis benifets, you would probably only switch if you are the underdog. The stange tech is because it is hard to find an advanced tech that wouldn't come so late that the happines effect doesn't expire slightly after you get it. Since you would probably be the underdog you could import advanced weapons.

Representation comes much later unless you have built the Pyramids, and the happy faces are only in a few cities. Early representation is actually the effect of a wonder, not of a civic. Try this on emperor, where I had a city unable to sustain size 2 because of unhealth. Such a civic on high level difficulty would really be overpowered, particularly considering that you're much less likely to get eraly representation on emperor than on monarch (where it's not a given already) or below.

              Fine, in three largest cities.

But your other cities wouldn't really matter that ealry in the game. And representation isn't a legal civic. So, still overpowered. High upkeep and one happiness, one healthiness I could go with though.

about Writen Laws. Why would a writen law heal people. Every country has laws, and it doesn't heal or sicken them.

what about... um... -10% civic matenence

and for robotics. since robotics req little human assistence Emancipation should be ruled out.

I'm pretty sure the laws about pharmicological drug dispensing are meant to keep people safe.

The law that says only a doctor can perform surgery is a good one too.

You can make laws about health situations, that directly improves the health of the citizens.

If laws were writen governers would have health standards to meet. Some of you think that good civics must be late civics. Don't forget that tip. Enviornmentalism can provide much more faces than my original concept of writen laws.

Cyrus The Mike, upkeep is not a problem around Writing, but good idea for robotics.
