The +'s look like they are in addition to the benefit from the cottage, hamley, village.

I would tend to think of a cottage itself as being +2 in total (ie +1c from the cottage and +1c for future growth). This is broadly consistent with the figures I calculated for the "Valuing worker turns" thread.
