You generally contact them twice as much as they contact you, so I don't see why this is a problem. Simply say goodbye when they appear when at war. They won't be coming back anytime soon, usually. Anyway, how else would you get the hit for not giving in to an outrageous demand?
Say, what would be a good tech-route to research, something the AI rarely pursues? I'm tired of researching something, only to find out that all the others have researched it too... Sure, you can check the trade screen, to see if someone has a tech, but if you're ten turns away and suddenly someone finishes their research... Egh.
One thing popped into my mind. The demands and threats should be public. If Stalin tries to extort money or tech, or is otherwise a bully, has declared war on me earlier and so on, it should give justification to war... "You declared war on our friend!... But he did have it coming, I quess..." (no diplomatic penalty) Same for war weariness at home, against a lifelong agressor.
