With ships, it is almost funny. Around and around they go, making a circuit of the continent over and over again. Can get a little irritating with AIs like Napoleon, who build lots of ships. I'm not sure they serve any real purpose, other than to prolong the turn.

In Generla the AI is pretty clueless about units, especially in war.
I was in my 4th war with Mony. He started the last one with a huge invasion of a city that I captured from Cyrus. I had many up-to-date units in it. He rolls in with somethinglike 28 calvary and a bunch of cannons. He was up against some INF, a lot of Calvary and some tanks and 3 ART. He smashs my forces and almost takes the city. I had 5 units left, and none of them had more than 9 strength. He did a great job of then blocking the city so it could not be reinforced even by sea since it was surrounded everywhere. Then he amphibs in a ton more units NEXT to the city! Stupid, stupid, stupid!! He easily could have finished off the city with the INF and calv he brought in by simply making an ampibious assault, the transports were right there!
Well, I had thought that Monty might attack me, it is Monty afterall, and a turn or two earlier I had begun moving forces into the area. So, I wiped out most of the forces around the city and reinforced the city. He lost something like 30+ calv some INF and cannon. that apparently was most of his offensive forces. about 10 turns later, he capitulates. that was easy. Stupid AI moves.
Not to highjack but I discovered that your vassals must vote with you in the UN.

There was one easy way in Civ III to get the AI to stop wandering naval units around ... park a sub with a tac-nuke where they can see it.
All of the AIs would start circling the damned thing with aircraft carriers full of planes, and any other high value units they had.
Kinda silly, of course ... big enemy fleets are what nukes are good at killing ....
