      yeah. and it should be. as others pointed out about the screen shot: you can irrigate land that is next to an ice filled lake, even though you cannot work the ice tile itself.


      the problem would appear to be that the AI isn't factoring in the presence of the ice when making decisions about boats and lighthouses.
