    Hi,

    This may be a bit of a newb question but Id appreciate any help that can be provided.

    Im playing a PBEM game against a friend. Ive just noticed that he is sailing a fleet of several transports with troops inside towards my homeland. If his troops make landfall, I will not be able to defeat that many troops but I have a good enough navy to destroy him on the seas.

    The problem is that Civ doesnt seem to allow me to declare war on the high seas. My ships just end up sharing the same space as his ships. I cant seem to find the option on the diplomacy screen to declare war on my friend as it differs from the AI diplomacy screen.

    If I enter his territory then I can declare war but I dont have any unit close enough to his territory to do that.

    Does anyone know how I can allow my ships to just start attacking with no provocation?

    Im playing with the patched version of Civ4 and my Civics include Pacifism. Is Pacifism the problem because the civpedia doesnt detail any restrictions this civic places on your civ.

    you need to alt-click their name on the right next to their score to declare war (it might be ctrl click)

      What I've noticed is that the first time you attempt to enter a tile containing another civ's unit, the computer asks if you want to declare war. If you say "no" the computer will always let you share a tile with that civ as long as you're not at war with them. That's a lot better than having to say "no" every time.

      I don't know about control- or alt-clicking their leader name to declare war. I'm usually peaceful and only go to war when someone else declares war on me, but if I do want to declare war I:
      1) contact their leader,
      2) go to the trading screen to see what kind of "tribute" or "help" I can get, then
      3) go to the "let's discuss something else" screen to declare war.

      See what you can get from your impending "visitors" before sinking his fleet. Then send them to Davey Jones' Locker.

        Holding ALT down while clicking on the leader name (bottom right side of screen) is my prefered way of declearing war. Going through the diplomacy screen to decleare war is too much trouble

            Strange, whenever I try and move any unit onto any other nation's unit's squares, I ALWAYS have to confirm whether I'm delcaring war or not (As long as it's a legal attack, i.e. not a move inside either of our territory)...

                To get the questioning window when moving onto a tile with another civ's unit:
                It obviously isn't in either your or his territory;
                you moved ONto the tile, not beyond or through it;
                it is "legal" for you to declare war (e.g., not a vassal).

                So, if I anticipate the possibility of the questing window, I'll use the mouse to move beyond the unit's tile, if I can.
                Or not, if I INTEND to declare war.

                  Well, it is as Jaybe says, so either there's an option you've got selected that I wish I had too, or one of us is misremembering

                  I know for certain that it's not a one-off though, simply because there's been so many &%$£ing annoying series of turns where an AI moves one of its units into the exact square I want to go to, every turn, and after I tell my unit to make the move, I have to say no... then the next turn... then the next turn. Very annoying!

                      I don't think it asks at all if you have open borders. Also it won't ask if you are within 10 turns of making a peace treaty, as declaring war while the peace treaty is in effect is not allowed
