Who to attack?

I'm playing a Large/ Epic/ 16 civ game on Noble as Augustus. I've crushed everyone one the continent but Monty (in the north) and Peter (in the south). I have second capital on the Aztec border and I'm 21 turns from getting another 7 squares from Russian border. My troops are already at the Russian border. To give you an idea of the era I'm 6 turns from Rifling. My fear is that attacking Peter will cause an economic problem due to lack of a capital near by. But if I attack Monty I will lose quite some time moving troops and Peter will probably get Cossacks by the time I get back. So who should I attack?

Raze the cities if you think they'd cost too much to maintain.

Who is weaker? I'd hold off on Peter until Cossacks are obsolete.

You should do fine, just poprush courthouses in captured cities.

They are each same strength (half mine). Waiting for Cossacks to become obsolete would take to long.

What do you mean, defenders? Musketmen? They do all right capturing cities. This isn't Civ3.

I just upgraded my troops to Rilfemen (only afew cities have 2). I attacked Peter figuring most of his would have Courthouses already and I have Great Engineer to hurry the 3rd palace if my economy gets to bad.
