I reproduced it fairly quickly.

The first file is the turn they started building the GW, the second is the turn before they finished it, and the third is the turn after they finished it. I used the WB to give them the tech they needed and give the city lots of production (I also gave it the other buildings it was going to build so that it would take less time).

By the way, most useful would be a save from just before they started building it.

It's an XML typo and will be fixed for the patch.
(In fact, the barbs can currently build not only the Great Wall but also the Oracle, Colossus, Pyramids, Sankore, Artemis, and Hanging Gardens )

They are just trying to advance themselves as all civs do. Must we crush their dreams by using the XML? 'tis a sad day for burgeoning civs everywhere.
