No there isn't a tech cap for barbarians. But I found something else interesting, at future, you start with every tech except for Future Tech, but the year is 1762. So the technological skewing of the game where all of the techs are comming before the year it came in real life, that seems to be on purpose.Comment

The Great Wall is listed as not buildable by the barbarian civ (as listed in CIV4CivilizationInfos.xml)
