I didn't think the Barbs were programed to build wonders. I think Monty isn't programed to build to them. If true, Barbs are more civilized than the Aztecs.

Yep, Montezuma doesn't build them in vanilla Civ4. I modded him to do so, made him like theocracy, and gave him the religious flavor, and now he's always one of the top scoring AIs in my games.
