Victory Resource?

In the Ign preview it said all civs would have their own. The cilopedia says there is five of the. I started a game as Rome and I don't see one.

I believe that's for a specific scenario only.

What is a victory resource?

In the Rome scenario they are there. There's one just sw of Carthage and one next to Athens. I'm not sure where the Celtic one is, I think on Britain. And you don't have one for whatever faction you play, you have to go out and capture the others.

They are kind of small so I believe it could be easily missed but it looks like a little monument with a glowing tip.
