Well they should, there's a number of promotions that could easily apply to them. And having Airports give XP, would provide an incentive to specialize certain cities for aircraft production, much like Stables now encourage mounted production.

I miss Colonization's way they treated resources and selling goods on the open market. I miss being able to ruin the AI's day by capturing a load of horses or muskets.
But I guess getting XP's is better than not being able to breed horses faster.
