    Perhaps, but a canal would definatly have to improve commerce in that square, probably by a lot.

      If the map is built correctly there shouldn't be Ocean tiles touching land tiles. They should all be Coast.

      And, since there's no way to tell an inland Coast tile from an Ocean exposed Coast tile, you really have no choice but to allow "inland" canals.

      However, seeing as canals would be aimed at navigation who would want to navigate to an inland lake for no reason?

      If there's a city you want to bombard on the other side of that lake, that's a perfectly good use of canals.

      That being said, I say "NO". Too much of a game mechanic.
