Exactly. While the other cities of an expansive civ will be limited by the happiness cap, the city that builds the Globe Theatre will be limited by a (higher) health cap.

Jungles are bad to keep for that long, esp. given their minuses. Just keep forests in groups of 3. I tend to keep my forests unless there is a much better reason of chopping them down - I am not a fan of chop rushing. I much prefer pop rushing.

Why groups of three? Forests add 0.5 health (rounded down) so I keep them in groups of two.
