      Well not be more tyranical than Ming or anything but uh...
      I have another use for surplus workers. I use them as bait, to draw out enemy units to be picked off.

      The nice thing is the enemy usually doesn't disband the worker instead they put them to sleep in a city, so as the invasion rolls forward the workers get re-captured and can be used as bait again.

      In fact I figure at any time you don't want workers you should either use them as bait or gift them to an AI to increase the AI's costs....

      Oh yeah and using workers as bait often co-incides with road/railroad building efforts (ie just don't escort them).
