I find just the opposite regarding tech trading - the AIs incessantly trade tech among themselves in the mid to late game, and seem to love to give tech in exchange for declaring war against me. Without tech trading, two moderately powerful AIs can't get an effective 50% discount on tech costs and can't pull ahead of me.
