    Quite. I think that the food bonus should be switched to a +1 hammers from mines/workshops/lumbermills/watermills.

    As for Universal Suffrage meeting Slavery, most systems of Slavery in which the condition of being a slave is heriditary (as in the USA) define slaves as being non-citizens. No nation in the world has ever given suffrage to non-citizens.

      +1 food for Workshops is a production bonus, although it's a disguised one. It's a way to encourage you to turn squares into Workshops (boosting production) instead of Farms (boosting food) or Cottages (boosting commerce).
      Participating in my threads is mandatory. Those who do not do so will be forced, in their next game, to play a power directly between Catherine and Montezuma.
