Do civilizations that don't have Democracy still get the same unhappiness hit if I switch to Emancipation? I ask because no other civilization is close (Bismark Just got Polythesium a few turns ago, and some civilizations still don't have literature) and if I switch to Emancipation, and no one gets the hit it's kind of worthless.

They get the hit. That's the point of Emancipation - to make someone who pursues military techs either take the time to get Democracy, or to risk a massive happy hit.Solver, WePlayCiv Co-Administrator

It works in multiplayer. War weariness is, indeed, a large component to Civ4. Just be at war for someone for a good long while and you'll start to see workers refuse to work in your cities because of it.Comment
