Error: city can't grow

I'm not certain what forum to put this in, but since I can't find a "bug reports" thread at the moment, I'll post here.

In my recent game as Russia (Peter), Standard size, custom continents (3), Prince difficulty level, my capital (Moscow) cannot grow. It has surplus food, and the food is at maximum, but it does not increase beyond size 9. The capital has numerous specialists and super-specialists, which may influence the bug. Pop rushing and reducing the food away from maximum before trying to regrow the city have not helped. A save file of the game is attached.

Any solutions would be welcome, or if someone could inform Firaxis of this problem, or direct me to their official bug report center, that would be great too.

You might want to turn off the "Avoid Growth" button and it will grow the very next turn.

Wow... I didn't realize that "Avoid Growth" actually forced an avoidance of growth in 1.61 even when you had a surplus.

You're right...it's not 1.61. It's all versions....

Huh, I could have sworn I've had cities grow when "Avoid Growth" was turned on before. Maybe I'm wrong. At least I've learned something new.
