                    I have seen it several times, probably with all releases. It happens whenever a strong culture city is next to a low culture city. I connect it with the situation where I am conquering away in a highly developed empire and some newly conquered city is just re-establishing its cultural boundaries. To me, it is a sign that the culture boundary equations are just complex enough to give such unpredictable and occasionally amusing results. However, the amusing anomalies are all sadly temporary, since that high culture city is quite probably next on the list of targets.

                    It sometimes makes me wonder if similar equations and considerations come into the practice of gerrymandering. Probably not, the silly boundaries in Civ make much more sense than US Congressional District borders.

                        If you took over a Russian city that was to the SW of that empy square, and then your culture eventually took it over, then it would be white -- but the Russian culture still remains.

                        The culture of the russian city to the NE expanded to where that one square would be within its cultural borders. Then the culture of the old russian square is added to the culture that the new city would be putting on it, which would then add up to more than your total culture influence on that square.

                              It's an option found somewhere near the "wait at the end of the turn" IIRC. At least it's on the same page.
