You have declared war on Napoleon?

I'm playing a regular old single player game, and in the interval between turns, I am suddenly told "you have declared war on Napoleon!"

I don't especially want to go to war with Napoleon, and I certainly didn't intend to go to war with him. This isn't the operation of a defensive pact either - my partner in a defensive pact immediately cancelled the pact due to my "agression".

Has anyone seen this? Is there a way I can declare war without taking an explicit action and not being given a warning? Or is this just a bug?

I am fully patched except for 1.61.

FWIW, I had saved right before this happened, so I played it again with "show other player's moves enabled". Right about the time war was declared, a French caravel seemed to attempt to dock in one of my cities, as if perhaps the AI had forgotten who it belonged to. I also observe that even though Caesar cancelled our defensive pact, the Foreign Advisor shows him now at war with Napoleon.

Very strange, but any way, that Caravel is now history...
