If the AI doesn't "cheat," how does it know to send an horse archer far from one of its cities to capture a worker even though its civ's last city is under attack? (In other words there is no way that it could have seen the unit and the probability of the AI stumbling across it is so big that I would have to use all the toes and fingers of my entire family to count it.)

It probably wasn't sent out to capture a Worker but to pillage your terrain. The Worker just happened to be in the wrong place at the wrong time.

Fall from Heaven is probably the biggest. Also described as "very impressive" by Soren Johnson of Firaxis and it's just all-around great.
