After getting crushed once for being too strong culturally and too weak militarily, I have always resorted to take the initiative, which means to make war on my closest neighbors. My experience so far is that once you knocked out or crippled a couple of AI civs before the Industrial Era, final victory is almost assured. A militaristic victory (domination or conquest) usually generates the highest scores at same time.

Universal Suffrage allows you to buy buildings, units, and wonders. The price tag is pretty low considering that it's very easy make 1000+ gold each turn and the Three Gorges Dam (the most expensive wonder) costs only 4000-5000 gold with Kremlin.

It has never let me buy a Wonder or National Wonder, and I always run Universal Sufferage and have loads of money.

Is there a patch out that I've missed? I'v gotten two...

look at the panel of icons to control/mange population and production. above the buttons related to pop/prod you have draft hurry pop spent and hurry goldspent Hurry gold spent is lit if you have enough gold and are running universal sufferage i leave my cities accumulating production while the gold builds up. When the gold builds up to be higher than the price i buy it you don't need a huge possitive cash flow though it helps i only had +150gpt obviously the more gold/production you have the better.

40 years latter i think the power blocks have disovled germany and rome are fighting the inca mali is aloof and i am fighting the persians. when i landed i was astonished to have to face only rifles and grenadiers versus infantry bombers tanks and SEALS only lost 6 units for 5 cities. Now everone is fighting on their own volition msut wath the malinese they aren't fighting any one i am keeing out of the inca germany roman war as much as possible Supporting the germans and romans who have be freindly with for a long time and doing just enoguh to prevent inca fom attacking me.
The main point is that the power blocks are fluid to greater or lsser degree depppending on the situation
