I was surprised when the diplomatic screen popped up with a message from Cyrus, 'My friend I think you may need this' and checking the deals I saw that he was offering Divine Right to me as a gift. I accepted. It was a standard pangaea map at emperor level.

It happens when the AI get a good tech lead on the human player.

That happened to me once on a Prince game, when the barbarians were still attacking me until just before the industrial age. I was so behind after constantly having my infrastructure destroyed that I was offered several gift techs. That didn't stop three of the most powerful AIs from declaring war on me all at once a few turns later, though... I was so farcked that game.
