Permanent Alliances

I think these little issues are why permanent alliances are not on by default. They were probably one of those things that just couldn't get polished properly before they shipped, so they took it out and left it as an option instead.

Maybe warlords will fix some of these, since a lot of these problems might affect vassals too. Then we can have it by default...
