    The AI must randomly plop down barbarian cities. I say this because in my game last night I saw a nice coastal area with wheat and copper nearby. It was near my capitol to the north so I built a settler and sent him out there. When I got within range I saw the black outline of a barbarian city and turned my settler around to another city I had near the area for safety. It was late and Civ IV has already made me oversleep twice this week so I quit for the night and forgot to save the game. The next morning I figured I'd do a few turns as I had my coffee. I had to reload from the auto save, but hell, it would only be a few turns until where I was last night. Did exactly the same few moves but no barbarian city was there! (Is there a random seed thing like in Civ III?)

    This is disappointing to me because I'd rather have the barbarian city there. It not being there means that a player can reload if theres a barb city in a place they don't like. Its too easy of a way out.

    Of course the flipside is if the city was never there then where did the 60 billion barbarian axemen that had plagued me since the dawn of time come from?

    Barbarians come out from the fog.

    Last night I sent an archor out to dispel the fog of war. Then I decided to move him back. Lo, a tile that had been empty the turn before then got a barbarian archer in it.

      Does anybody know if the change of barabarians pop is tile by tile or overall map;other way to say it:if one player clears the fog in his territory the chances of barbarians elsewhere remains the same or grow up?

        There is no set number of barbs to appear; ie if you remove FOW the numbers won´t increase in the remaining FOW tiles.

          Otherwise ILS (infinite lookout sleaze) might be quite a good way of attacking your neighbours.

            Was chasing some bears across the continent then all of a sudden a barb city appears where they were last seen.
            (At least when I attacked, there were only humans there )

                      However, there is a max total number of barbs in the xml that is based on # of FOW tiles along with max total of spawned cities.

                      If there are already that many barbs on the map, then no more will naturally spawn until either the FOW tiles increase or the number of barbs decrease. (Not that barb city production of barb units isn't affected)

                      And yes, the manual does say that barbs can spawn the very turn a tile becomes FOW.
