The AI must randomly plop down barbarian cities. I say this because in my game last night I saw a nice coastal area with wheat and copper nearby. It was near my capitol to the north so I built a settler and sent him out there. When I got within range I saw the black outline of a barbarian city and turned my settler around to another city I had near the area for safety. It was late and Civ IV has already made me oversleep twice this week so I quit for the night and forgot to save the game. The next morning I figured I'd do a few turns as I had my coffee. I had to reload from the auto save, but hell, it would only be a few turns until where I was last night. Did exactly the same few moves but no barbarian city was there! (Is there a random seed thing like in Civ III?)
This is disappointing to me because I'd rather have the barbarian city there. It not being there means that a player can reload if theres a barb city in a place they don't like. Its too easy of a way out.
Of course the flipside is if the city was never there then where did the 60 billion barbarian axemen that had plagued me since the dawn of time come from?
