I also think the AI wastes units on Pillaging. It leaves it units out in the open just to pillage while I pick them off when they move off of defensively advantageous terrain.
The A.I. definitely does over-emphasize pillaging, both the computer civilizations and the barbarians. I remember reading here on Apolyton of someone trying the tactic of building useless improvements at their borders with enemy civilizations, just so they can slow down invasions.

I suspect it works better with enemy civs that are guaranteed to try and invade you sooner or later, like Monty.

Maybe it's a good thing there's a typo in there....they might have taken offense to that if they were to "detect" it and then have a conversation with you about it.

I was playing a game as Ghandi. Cathrine and I had gotten to be pretty good friends. We had open borders, sharing resources. We even had a defensive pact.

My excellent culture overtook a square of Cathrine's. Once this happened, Cathrine canceled open borders, canceled our defensive pact, and declared war upon me.

After closer examination, I saw that the one square had oil in it. I quickly took the city that had the oil in it for myself, and then offered it back to Cathrine for peace. She accepted, got her oil back, and reopened a defensive pact with me.

It was more about resources than about land.
I have seen this happen also.
I managed to culturaly get my hand on Napoleons Iron.
This was early in the game so Iron was of huge importance.
The next turn Napoleon declared war. Napoleon never agreed to end the war... finnaly I was destroyed.
        GOWIEHOWIE! Uh...does that
        even mean anything?
