The A.I. definitely does over-emphasize pillaging, both the computer civilizations and the barbarians. I remember reading here on Apolyton of someone trying the tactic of building useless improvements at their borders with enemy civilizations, just so they can slow down invasions.
I suspect it works better with enemy civs that are guaranteed to try and invade you sooner or later, like Monty.
