You read it wrong.
When you run State Property distance from your capital is not a factor in calculating city upkeep cost.
That and +1 food for workshops.

State Property is awesome for a large (or spread out) empire. Every time I've used it, I wind up making more per turn than I do under Free Market. There is one small caveat, however. The loss of the free trade route, while usually more than counterbalanced by the eliminated distance maintenance, does have an impact on your research since it's a loss of raw commerce.Age and treachery will defeat youth and skill every time.

To be fair, State Property doesn't necessarily represent communism in the form of the Soviet Union, People's Republic of China, etc. State Property is one aspect of a government type, and is true of socialist states, as well as the previously mentioned communist states.If you're not a rebel at 20 you have no heart. "Ought to be" being the key phrase. In theory, communism is the perfect government, a utopia where everyone does what they are best at to the best of their ability, and what is best for everyone. In the real world, most people will only do the bare minimum required of them unless there is something in it for them. Theoretical Communism depends on the good nature of people... something that rarely wins out over a person's baser instincts. It also depends on the good nature of the people in power, something that no communist government has ever succeeded at... power corrupts. There hasn't been a single communist government that lived up to the marxist ideals. I seriously doubt there ever will be one.
That's why regulated Capitalism (with minimum wages, labor unions, government mandated safety regulations, etc) won out as the dominant and most successful government type of the 20th century. It's not about ideology. The civics are supposed to be balanced (or at least the late-game civics are supposed to be balanced). If State Property sucked... what's the point of having it there? CivIII's Communism all over again.

well, state property is great in specific circumstances... in sprawling empires, and if you're using lots of workshops/windmills. If not, you can do just as well or better with free market or enviornmentalism. It just so happens I'm a fan of huge empires and workshops.If you're not a rebel at 20 you have no heart. The Civ3 system was better in *this* respect because Communism allowed you to rush-build things by sacrificing population, a bit like an upgraded despotism. Which is precisely what Communists have always done; sacrificed people to get things done 'ad majorum gloriam'.
Communism is nothing more than an elaborate form of slavery.

I think Civ4 is better in this respect with the civics system, as you can replicate this sort of 'communism' by taking Police State, State Property, and Slavery. Or not. Way more flexible.
