So how about this:

The Great Wall
world project
It provides your units a +25% strength bonus against melee, archery and mount units within your culture border.
Costs 800 hammers. Requires construction, 6 cities with wall. As a project, it is never obsoleted (no need anyway) and provides no GP points.

That is a good idea. Then city wall would be much useful improvement. I don't usually build them at all in SP.
