Wall Street.
I'm having a problem with it in my current game. I'm unable to build it in the city of London (conquered in war) yet I can build it in New Sarai (built by myself). Both cities have one national wonder - Forbidden Palace in London and Iron Works in New Sarai. Both cities founded a religion - Christianity in London and Taoism in New Sarai - and both contain the appropriate religeous shrine. Finally, as an added twist, both cities are capable of building the Globe Theatre.
My original plan was to build in London but now I realise that New Sarai is the home of a far more widely spread religion so I'm going to put it there.
Still, it'd be nice to know what game rule is preventing from building Wall Street in London.
