Most people seem to refer to these as "cities." However, the original name is actually NEO-PUBE-FEST, which is an acronym for
"Named Entity to Organize Production to Undertake Battles, Evolve Finances, and Expedite Science and Technology."
Hope that clears it up.

Look, they're bases. They harvest nutrients, minerals and energy. They produce facilities, units, terraformers and colony pods. When you've declared vendetta on someone, you might capture their bases until a Blood Truce is signed. Some social engineering options give your bases bonuses, such as to Industry or Growth.
Also, when you've collected enough Great People points you get an Alien Artifact
