I have a few bombers, and manage to rebase them to other cities without any problem. Cannot seem to rebase them to carriers though. What am I doing wrong?

You're not doing anything wrong. Bombers cannot base on carriers in Civ4 from what I can tell. Not sure about Stealth Bombers.
Fighters will base to them fine. -
Imho, there should be a carrier based bomber. Maybe with Intruder graphics. Or what do they use in the US Navy nowadays, Tomcats? And an earlier model for the propeller era. Aichi D3A "Val", for impartiality?
Planes should get promotions, also.
+20% to intercept, +20% to collateral etc. Maybe blitz.

Not happy with that! I like my bombers going around on carriers. So now if I want to take over another continent, I will need to bring across a settler to found a city. Otherwise I would never be able to bomb the enemy until after I have taken over a city....Comment

You can bomb with Fighters too. Bombers on Carriers wouldn't be realistic, especially with the kinds of bombers that are in the game. They're far to big to fit on a Carrier, they'd never be able to take off. Carriers can only carry smaller planes that require just a short runway, of which there are none in the game at the moment. Except for Fighters of course.Comment

The limit of three fighters per carrier makes them rather useless. To fight an effective air war away from your home continent, you'd need several carriers. This is historically unrealistic - most navies don't have too many. IRL, carriers are the most expensive, most protected, and most force projecting components of navies. In the game, I'd like to see them with increased capacity and production cost, and with weaker strength. Then, I'd build maybe 2 or 3 carrier groups (carrier plus destroyer and sub escorts - ideally, we'd have more types of ships - cruisers to "obsolete" [verb] battleships perhaps, modern frigates, AEGIS, etc.)THEY!!111 OMG WTF LOL LET DA NOMADS AND TEH S3D3NTARY PEOPLA BOTH MAEK BITER AXP3REINCES

I'm not sure if it requires a defensive pact but I think just an open borders agreement will do. You can base your planes in other Civ's cities.Comment

Allies are the Civ's you bribe and coherce into warring with other Civs in order to weaken them both while you secretly plot to raze everything they all own.
