Barracks Build

In an early stage of a pbem game, the barracks picture appears in the city build list but I can't click on it to select a barracks build.

I was wondering if someone could help me understand what I'm lacking to build a barracks. The games does not list a needed tech.

thanks much. the guys in the game had already asked me that, and i somehow thought I had checked it. i had not. problem solved.
