Perm alliance Q.

I got this permanent alliance with this other civ. I'm running State property and he's running something else in the same column (i checked).

Now state property gives +1 food for watermills. It appears that my ally also gets this +1 food bonus.

He has a plain river tile with a watermill that shows 2 food. How is that possible if he ain't running state property? He must be benefiting from my civic settings, no?

What am i missing?

If my memory serves me right, that's a bug with permalliances with both members benefiting from each other's civics.
